From master planning and conceptual engineering to detailed development budgets and comparative cost analyses, Eustace Engineering provides all aspects of a feasibility study. Incorporated into the feasibility studies are evaluations of potential wetlands, soils analysis, earthwork movement estimates, and project phasing, as well as the development of preliminary site layouts and sketch plans in order to determine a site’s potential yield.

Our company has conducted feasibility studies for approximately 6,000 acres, for projects ranging from 3 to 800 acres, with aggregate infrastructure budgets in excess of $170,000,000. Master planning is a creative site analysis and conceptual design process developed to meet a client's program needs, all while being sensitive to the environment. Master planning includes analysis of local, county and state regulations, existing infrastructure including public utilities and roads, existing terrain, existing geology and other natural constraints. Master planning may also include a cost analysis to provide clients with a realistic concept of the potential project investment. PWD Stormwater Credits Program

The Philadelphia Water Department (PWD) has recently implemented a new method of calculating the Stormwater Management Services (SWMS) charges for Non-residential and Condominium properties within the city limits. This new method of stormwater billing has been phased in over the past few years, with a full switch to the new billing system scheduled in the next few years. PWD has developed a credit program that can reduce the stormwater management fee for qualified properties, either by documenting existing stormwater management practices (SMPs) or by implementing new SMPs. Eustace Engineering can provide services to help you meet these requirements and reduce your stormwater charges.


The PWD Stormwater Credit application process can consist of some or all of the following aspects:

Wapiti Retreat

Location: Elkton, MD

Client: Episcopal Diocese of Pennsylvania

Services: Provided master planning services for a camp and retreat center owned and operated by Episcopal Diocese of Pennsylvania. The 600-acre site is situated in rural Cecil County, fronting on the Elk River. The site is largely comprised of forest along with a considerable meadow area, as well as streams and wetlands throughout. The project included analysis of existing topography, environmentally sensitive areas, tidal floodplain, drainage patterns and views of the Elk River and surrounding meadows. Site improvements included athletic fields, activity centers, a chapel and buildings totaling 72,000 s.f. to accommodate youth and adult programs on a seasonal and year-round basis.

Services: Provided full land development site design for a two-lot residential subdivision. The project included a flood plain analysis for a proposed stream crossing culvert and obtaining the necessary wetlands permits from the Army Corps of Engineers and PA DEP. Existing site complications arose from wetlands on site and an upstream pond contributing to increased flows and limited available development areas. The site was analyzed using the US Army Corp of Engineers HEC-RAS modeling software to determine impacts of the proposed crossing both up-stream and downstream.

Services: Provided full site-civil and surveying services for the construction of a 74,500 s.f. industrial shop and office building on a 65-acre tract along South Main Street. The project included the design of asphalt parking lots, gravel and concrete staging areas, site utilities, and new stormwater management facilities. The new concrete and asphalt driveways required PennDOT Highway Occupancy Permit approval. Eustace Engineering also provided floodplain certification, ALTA survey and As-Built survey services.

Site design elements included nine single-family homes and 150 residential units in five multi-family buildings. An analysis of the site determined the potential water, sewer, and stormwater management demands, and analyses were made of the required cut/fill materials as well as proposed parking needs and emergency vehicle access.

Zeffer Water Impoundment

Location: Susquehanna County, PA

Client: Liberty Excavators

Services: Performed construction surveying services involved with two water impoundment ponds, having a total fluid capacity of 27.2 million gallons, for use by Southwestern Energy Production Company in its natural gas extraction process. Our survey crew provided around-the-clock field checks at critical stages of construction, to ensure the proper placement of specific materials and features, to minimize or prevent any environmental impact. During construction "progress as-built exhibits" were prepared as checks for placement and quantities of materials used.

After construction was completed, we prepared field as-built survey plans and verified that the ponds met their designed capacities and all related features were built in accordance with the design specifications.

Easton Airport Impact Analysis

Location: Easton, Talbot County, MD

Client: Talbot River Protection Association

Services: Eustace Engineering prepared an analysis of the impacts to sensitive environmental features and existing infrastructure as a result of the potential modifications to runway no. 15 at the Easton / Newman Field Airport. Various runway safety areas were overlaid on base information gathered from GIS information, aerial photography, field observations and an understanding of local, county, state and federal zoning and airport regulations.

Services: Eustace Engineering provided feasibility and master planning services to determine the potential for residential and commercial development along Interstate 78 in Berks County. Services included analysis of local, county and state regulations, soils, environmentally sensitive areas, topography, waterways, existing and allowable land uses and local traffic patterns.

Falls Township Park Trail

Location: Falls Township, PA

Client: Falls Township

Services: Provided project management, site-civil, and landscape architectural services for the construction of approximately 2.5 miles of multi-use trails connecting the surrounding communities to the Falls Township Community Park. The project involved the design of a pedestrian bridge, seat-walls at vista points, and landscaping. In addition, the project required the performance of flood studies, pavement designs, traffic signal modification plans, shop drawing reviews, construction observations, construction meetings, processing of contractor’s request for payment and preparation of punch lists. It also required continuous coordination between various governmental agencies such as FHA, FEMA, DEP, PHMC, DVRPC, PennDot, as well as the local residents.

Eustace Engineering was also retained to review the contractors’ work for compliance with the construction documents prepared by others and evaluated the contractors' request for the release of the maintenance bonds on a 228-acre Community Park and its associated athletic fields, basketball courts, roller hockey rink, play ground, pavilions, sledding hill, boat ramp, walking trails, and landscaping. This required coordinating with the Municipality, the design consultant, the contractor and their subcontractors, and attendance to on-site meetings.

Willow Crossing Townhouses

Location: Upper Moreland Township, PA

Client: The Moser Group

Services: Provided full land development site design for this 29-unit, townhouse development on four acres in suburban Willow Grove, Pennsylvania including a proposed dedicated residential street and central public green space. Site stormwater management utilized dual infiltration BMPs including an infiltration basin to handle impervious runoff from the proposed development, and a secondary infiltration trench to alleviate existing ponding water issues on the site and neighboring properties. The proposed street required PennDOT Highway Occupancy Permitting, as well as utility main extensions for water, gas, electric and sanitary sewer. Construction stakeout services were also provided by Eustace Engineering.

Police and Fire Federal Credit Union

Location: Philadelphia, PA

Client: Police and Fire Federal Credit Union

Services: Provided engineering services for a new 4,777 s.f. credit union branch building. Project was designed in two phases due to the required demolition of an existing building. The project included a parking lot, utilities, site lighting, decorative columns and fencing, landscaping and an underground storm water infiltration facility within the former footprint of the demolished four-story building.

Eustace Engineering obtained PWD Stormwater Billing Credit for the site after the construction of the Credit Union’s new branch and its associated stormwater management basin.

3030 Grant Avenue

Location: 3030 Grant Avenue, Philadelphia, PA

Client: Durkin Contracting Company, Inc.

Services: Eustace Engineering performed a topographic survey and prepared PWD stormwater credit applications in order to reduce annual stormwater fees for the 5.3 acre property. The project required the analysis of existing surfaces, topography and drainage patterns and was able to reduce the stormwater billing of the property without the need for any additional BMPs or construction.

Haverford YMCA

Location: Havertown, PA

Client: YMCA of Philadelphia and Vicinity

Services: Provided site engineering services for a new 72,000 s.f. two story YMCA facility with state of the art equipment and amenities. The site involved numerous design challenges associated with developing a brown field site. Coordination with the EPA and DEP was required to limit exposure to potential contaminated groundwater while maintaining existing on-site monitoring wells and a force main for the remediation of the contaminated groundwater. A portion of the site is located on a PECO substation property which required relocation of several PECO high power service lines. Bio-swales were designed and constructed in order to satisfy the Township and DEP water quality requirements.


The project also included design and permitting associated with enclosing a potion of Naylor’s Run stream for parking lot improvements. The stream enclosure was designed to mirror the stream's existing conditions with respect to both the peak flows and high-water elevations upstream, on-site and downstream. To demonstrate this, the stream was analyzed using both HydroCAD and the US Army Corp of Engineers HEC-RAS modeling software.

Tilghman Island Drainage Analysis

Location: Tilghman, Talbot County, MD

Client: Tilghman Island Beach Association

Services: Eustace Engineering provided analysis of an existing storm sewer system for a residential development located along the shores of the Chesapeake Bay. The project required combining field survey information from various sources along with GIS information and local hydrology to determine existing drainage patterns and recommend solutions to improve the performance of the existing system.

Laurel Grove Memorial Park

Location: Totowa Borough, Passaic County, NJ

Client: CMS Mid-Atlantic Inc.

Services: Provided conceptual planning for the expansion of new burial areas. Through the use of land management principles we maximize the yield of usable internment space for this ongoing project. We have also provided design and layout of mausoleums, parking areas, and storm drainage design.

Laurel Grove Cemetery is a 200 acre cemetery, located in Totowa, NJ. Eustace Engineering has provided similar services at other CMS Mid-Atlantic managed cemetery facilities, including:

Cypress Hills Cemetery

Location: Brooklyn, NY

Client: Merendino Contracting Inc

Services: We were requested to perform an existing conditions survey and prepare a conceptual layout for ground internments on a portion of the property that contained a four to one (4:1) slope with fifty feet of rise. The field survey was textbook, locating adjacent mausoleums, grave sites, and access steps with the use of GPS equipment.

Through the use of a creative design and the terracing of five 3-foot high walls, the design yielded 295 proposed ground internment sites. We then performed the construction stakeout of all proposed features.

Cypress Hills Cemetery open in 1851 and encompasses 225 rolling acres. With the increasing demand for internment space within the City of New York, the cemetery was seeking to develop its more challenging areas.

Hinkle Waterline

Location: Susquehanna County, PA

Client: Liberty Excavators

Services: Provided construction surveying services related to a 2.4 mile water conveyance pipe traversing densely wooded areas and having an elevation differential of 645 feet from end to end. Throughout the project, our staff was in close communication with our client and the designers, resolving design conflicts and expediting the construction process. When construction was completed, we field surveyed the entire pipe right-of-way and prepared a full as-built plan set.

Mansfield University, Mansfield, PA

Location: Mansfield, PA

Client: Liberty Excavators & Wohlsen Construction

Services: Provided construction surveying services for a 224,000 s.f. project, containing two new student residential buildings. We established site control points, performed layout for all phases of construction ranging form the layout for erosion control features to layout for building footings and all related site features, including storm sewer, sanitary sewer, sidewalks and curbs.

We also provided services to reestablish the locations of previously demolished building foundations to prevent conflicts with a new geothermal grid that was installed.

As with all of our construction surveying project, we worked closely with our clients and the design team to resolve conflicts and discrepancies with the proposed plans and actual site conditions.
